Re: NVidia fans not spinning. Mine is the same, fans are shutdown and I see the same thing on my nvidia settings app, speed 0rpm, speed 0%, control type variable. The only difference is the temperature, mine show 30C. It's an NVIDIA GeForce GTX 960 (pci-express x16 gen2) made by MSI. Clean the graphic cards with isopropyl alcohol and cotton swabs. Especially the GPU area and PCIe pins. Unplug the 4-pin VGA fan power cable, clean the pins and replug it. When you're done, reapply thermal paste on the GPU, remount the heatsink, plug it back in. Download and install the latest drivers from AMD's website.

Download MSI afterburner (im not sure if you can do this on GPU Tweak II or not), open it, set the fan to manual and set the fan at 100% speed, let it run like 1 minute. After that, change the fan speed back to auto mode (or you can click default), and make sure all the fans back to auto mode.

As You can see the numbers for fan in not the same as gpu's numbers. nvidia-smi gets only one value. Every google find site or every wiki site tells only about one-fan per gpu method and dont write anything about dual independed fans control. Below output gives number of fans in…whole system. In general, I would just accept the default behavior, because it is set with sane values - the GPU is not in danger at lower temperatures, and the fans should be spinning up at higher temperatures (and with 3 separate fans, the odds that something is just 'blocking' the fan from spinning are low - if this was a single fan card I would tell you.

I noticed that 1 fan was not spinning (rear fan) under any load condition or when I toggled manual fan control and then set them to 100% in MSI Afterburner. That was a few weeks ago. Now the rear fan is spinning but the other two are not. Same issue as with the rear fan ; Under load only that fan spins and setting to 100% fan speed in MSI Afteburner does nothing.
